What non-Western countries (not North American, European, or Oceanic) have the highest immigration and naturalization rates?

Some countries like the United Arab Emirates and Japan have a large number of guest workers who will never be eligible for citizenship, please do not include these countries.

I'm sure that there are some countries with war-torn neighbors who've accepted a large number of refugees, but are these refugees eligible to naturalize and become a citizen of the new country?

What rich countries outside of the Western world have relatively liberal immigration policies that are allowing people from all over the world to immigrate to and become part of their country?

Where are these countries receiving immigrants from, and can these immigrants easily become citizens?

Usually from nearby neighbor countries.

However, very few move from a developing country to another developing unless there is a war or any other mass persecution.

Pretty much the Gulf States and Singapore. Other than that, the rest of the countries have highly restrictive immigration policies

The question is, are the foreigners in the Gulf States and Singapore eligible to be permanent residents and eventually acquire citizenship? As I said, the UAE is full of foreigners but they can never become citizens.
