In your opinion, what would be the absolute minimum population size to 'maintain and run' a country?

Let's take a look at Iceland (slightly more than 300,000) where, oddly, they never seem to be in shortage of people to take on positions in all the different types of occupations that are in existence (dentist, pallbearer, welder, glassblower, clown, etc).

Then let's take a look at an even more extreme case: Monaco (slightly more than 37,000). I know this principality derives most of its income from its casino and tourism to the extent that most of its inhabitants probably have no need to work but let's imagine Monaco had neither of the two mentioned industries and it had to put all of its citizens to work. Would there be enough people to fill every single occupation so that the country functions?

Most of those inhabitants probably are working in the casinos and in tourism. Someone has to do those jobs.

the minimum size of a country I would imagine would depend on what that country needs.

It depends what you mean by 'function'. Pitcairn Island, population 48, sort of functions at a low level!

I would say two. One to determine and enforce political rules and laws and one to follow them.

My (uneducated) guess is that with a much smaller population there'd be less demand for people to fill positions like glassblower (glass can be imported) or clown. You've probably seen a clown at a party but have you ever hired one?

Don't underestimate the financial, real estate and other economy sectors of Monaco. Because of the low taxes many companies are based here.
Monaco has more jobs than inhabitants, many of the people working in Monaco are living in France.

Monaco is not an isolated country, it surrounded by France and its border are open.
Many essential needs are supplied by France.
