It's a tough one. Visible infrastructure and architecture is non-unique and difficult to characterise. Snowfall is covering the cityscape in the distance. There are one or two identifying clues which I won't mention here.
If it isn't Jordan, then I fall back to my second choice from earlier which is Syria. (If I'm not disqualified after two failed attempts)
