Sort of, but you'd have to be out in pretty treacherous waters in your own private boat with a blizzard of official permits. (Actually, Paraguay, not Uruguay.)
There's a monument though, at least on the Argentinean side
There are a bunch of monuments/markers at the point where Austria, Hungary and Slovakia meet, and a bunch of photos on Google Maps, so I would assume it's pretty easy to get there as a tourist.
There is also a marker at the Austria/Hungary/Slovenia border, looks like you can only walk there from the Slovenian side.
