I remember reading stories of people having sex in Luneta Park in Manila! The usual punishment is a fine! I don't think it needs to be more severe than that for that couple in Samara, Russia...

Yeah a fine is enough. Having sex isn't a crime, sending them in jail would "tarnish the reputation of the city" much more.

Looked it up in the law book and this kind of act could actually give you a 6-month suspended prison sentence at a maximum. But I don't think that's never happened, you'll be shipped away to the drunk tank and handed a fine.
