In the American sense of the word "liberal", I think Brazil is probably one of the most liberal countries in the world.

Netherlands in my opinion too. Very liberal economically and socially.
Denmark and Sweden are no way in the top of economically liberal countries. The US may be in the top economically, but some parts of the country are way too socially conservative.
The Netherlands are not in the top 3 in both measures, but are the first once you combined the too from my perspective. But it's changing, conservatism is on the rise there, like in many European countries.

This is a mantra that is constantly repeated, mostly because of the belief that Scandinavia are socialist police states. In truth, all Nordic Countries are very business-friendly, easy to do business in and are generally encouraging. So once again, I have to ask somebody to define liberal.

Concrete examples of liberalism:

* Drinking in primary / middle school common
* Losing your virginity at 14 in your room with your parents home and approving
* Animated / live action pornography and explicit talk about sex positions/etc. in sexual education
* Porn being sent out over the air on free channels, watching porn on TV with your wife or parents' approval
* Abortion being viewed in a positive light
* Infanticide of disabled babies / euthanasia on demand with coverage under socialized or national health insurance
* Persistent / constant criticism in media and general society of repressive / "prudish" Christians, atheism the de facto national religion
* Free drug market
* Etc.

I have no desire for military conquest or subjugation of your people.
I would allow free and easy tourism and emmigration/immigration for those that wanted to.
