Netherlands in my opinion too. Very liberal economically and socially.
Denmark and Sweden are no way in the top of economically liberal countries. The US may be in the top economically, but some parts of the country are way too socially conservative.
The Netherlands are not in the top 3 in both measures, but are the first once you combined the too from my perspective. But it's changing, conservatism is on the rise there, like in many European countries.

This is a mantra that is constantly repeated, mostly because of the belief that Scandinavia are socialist police states. In truth, all Nordic Countries are very business-friendly, easy to do business in and are generally encouraging. Absolute free market no, and big government yes, but the easiness of doing business index puts all five Nordics in the top 20 in the world if I remember correctly. You can start a business in 10-14 days, and all countries have special plans for startups. Finland has one of the lowest corporate taxes in the western world.
No, you can't write taxi on your car and start a business the next hour, as there's regulations, that is only possible in mainly developing countries where the government is weak, and ultimately they are the most market liberal on a global scale.
But if you fill in the forms correctly and follow some very simple rules (like bookkeeping), you can start and thrive very easily, and the governments won't tax you to death. Traditionally this is considered a paradox, but Scandinavians are both big state and business-friendly.
So once again, I have to ask somebody to define liberal.
If it could be carved out of California with an extra-terrestrial laser and plopped far out in the Pacific as it's own sovereign nation,
the People's Republic of San Francisco would top the list.
Thankfully, the rest of California balances it out, and it's drowned out by the rest of the USA.
Fortunately, we have a moat to protect us from you people, and our southern border is short and could easily be defended.

I have no desire for military conquest or subjugation of your people.
I would allow free and easy tourism and emmigration/immigration for those that wanted to.
I just believe that you would collapse under your own weight of liberalism.
I feel Argentina, Uruguay and Portugal should have been in the poll instead of Russia, Ukraine, China.
