Thailand, Philippines, Ecuador, Panama, Nicaragua. From my experience, none of those countries were any more dangerous to travel in than the USA is.

Panama (26th in the world)
Ecuador (37th)
Nicaragua (41st)
Philippines (64th)
Thailand (93th)

Not really safe numbers considering there are almost 200 countries in the world.

I stayed in San Jose and it did feel quite "shady" at night but I felt safe. I stayed the rest of my time in Costa Rica up and down the Pacific coast and it was wonderful-although I did have a bag stolen from my car in the nice Tamarindo area
