Uruguay ,maybe Argentina and a few of the east european countries.Mind you , your Thai girlfriend sounds dumb when she implies you need to be rich to have safety.There are so many cases of homicide in USA

I stayed in San Jose and it did feel quite "shady" at night but I felt safe. I stayed the rest of my time in Costa Rica up and down the Pacific coast and it was wonderful-although I did have a bag stolen from my car in the nice Tamarindo area
