In an actual nuclear war, nation states as we know them wouldn't really be tenable anymore so it doesn't really seem possible to call anyone a winner on this.
Would you guys agree that the best surviving chance on the mainland is Southern Chile?
Not due to the sheer number of weapons involved and the fall-out which would encircle the globe then once the nuclear winter sets in, that's it for sure. The US alone has enough nuclear weapons to destroy the entire world 2 or 3 times over. In a war, we're adding all of the cold war weapons with that.
