I think we should also factor in air pollution given that it's a major quality of life issue - even an overt health hazard - in some cities worldwide. In which case, I would rank the cities as so:

(1) NYC
(2) Beijing
(3) Shanghai
(4) Paris
(5) Hong Kong
(6) London
(7) Sydney
(8) Singapore
(9) Dubai
(10) Tokyo

Don't understand why Sydney is beating these three cities?

Dubai gets dust storms thus ruining air quality. Tokyo and Singapore are more dense and have a lot more buildings and skyscrapers; this can contribute to more pollution.

Tokyo is very clean despite its size due to cultural factors. I also don't weight transient weather phenomena very highly, unlike air pollution which is much more of a consistent QOL issue. I'm only going by what I've heard from others about Singapore.

At the end of the day all of the bottom 5 are reasonably clean cities with little to differentiate them in my personal scoring ... At least compared to the top 5.

I thought you were basing your list on air quality. These cities may be physically clean on-ground, but how's the air?

Sydney's air quality is rather pristine. There was never a problem with it. I just thought that Singapore and Tokyo would have smog. And I'm not sure how many dust storms Dubai would get, but I'm sure they're frequent considering how they have hot summers and are in a desert.

I said we should 'factor in' air quality. The ranking is based on the OP's criteria + air pollution.
