The coastal cities of the state of Santa Catarina, in Brazil, match these criteria. Florianópolis and Camboriú are the most famous, but there are other minor cities like Laguna and Itajaí.

I've been to many places around the world that were far more dangerous and was fine. I think CR is deceiving because it appears safer.

Itajaí would be my choice.
Just beside Camboriú but a lot more "pleasant city view" than that geekiness. A radius of 100km within lots of vibrant cities and jobs.

I would say Hawaii, or even subtropical South Florida (Miami, etc), but you said you don't wanna live in the US. What about Los Cabos? It's a tropical desert, so while it's warm year-round, it cools off a bit at night in winter (50sF), less rain, less risk of a tropical storm or typhoon. And you might enjoy the dry heat over humidity--though in parts of summer, from the monsoon, it will be humid with thunderstorms.

This is Chileno Beach (one of the beaches with calm water for snorkeling):


The water temps in Cabo are warm year-round, but they do cool off into the low 70sF in winter; the rest of the year, it's upper 70sF to low 80sF. You might also appreciate the desert scenery for hiking.

My sister lives in Hawaii and I Think its really pretty but too down for brazilian standards.

The Cabo region is beautiful but I've heard the prices have been driven up by the numerous celebrities who have a residence there. Anyway for me coming from Europe it's not of easy access as for West Coast Americans. If I had to do Mexico, I'd probably go back to Yucatan, anyone knows something about the region between Merida and Campeche ?
