Are we talking the five boroughs versus the City of London? Or the NY Metro area versus Greater London?

It should really be NYC's five boroughs versus London's 33 boroughs making NYC about half the size.

Absolutely, Tokyo is certainly too Japan-centric - that should change, it should be a 'natural' leader in the region.
