What makes a country rich now is indeed different. For example, Saudi Arabia is among the richest in the world. But 1000 years ago, you could not rely on oil to be rich. It's strange you want to make a simplistic connection between wealth and IQ. Even so, China has not been a poor nation for the most part of history.

It's the truth that Chinese children's IQ has increased at least 10 points for the last 30 years. Many official researches has been done, with a lot of datas support.

And for the record the PISA tests that rated Shanghai as having the world's best schooling, despite 80% coming from poor backgrounds is not Chinese but an international body. Also the Chinese govt does not seek to show off it's ratings - the official policy is what is known as the 'Silent Rise' (this is why it denied and even threatened to walk out of talks after both the UN and World Bank declared it the world's largest economy in PPP last year. To this day the govt asserts that the figures are wrong and it is still behind the US). For example when PISA rated the rest of the schools from poorer provinces too China did so on the accord they findings would not be published internationally, although Andreas Schleicher of the OECD who commissioned the tests and saw the findings, hinted that it may be the world's cleverest country.
