I've been to a couple "bustling" cities around the world, but none of them seemed to have a shocking amount of vehicular traffic. It would be interesting to know what cities around the world have shocking amounts of gridlock or highway traffic jams.
So far, some of the notable cities I've been to include:
(As a disclaimer, I've seen all of these cities during rush hour)
Tokyo- seems like only the rich and taxi drivers are on the road. People rely on mass transit systems due to the lack of space, high population density, and sheer expenses involved in having a car (taxes, registration, insurance, gas, parking..)
Munich- so sparsely populated that it just lacks enough people to cause huge jams in the first place
New York City- lots of vehicle traffic but it flows at a steady pace. Even the BQE isn't terribly bad. Cars still manage to keep going at 5-10 mph. (midtown manhattan is a different story though)
Philly- lol
Paris- I was too busy staring at all the dents and scrapes on every car.. Couldn't really pay attention to how traffic was flowing But it definitely was not as bad as NYC
Washington D.C.- the rush hours are heavy but traffic still keeps moving. Everyone drives like a granny though...
Maybe some of the more vehicle-oriented cities like LA or Toronto have worse traffic?

Commute pain index
Alright, how did Belgium even get traffic jams in the first place? It doesn't seem like a country with population density issues. It's also pretty expensive to run and maintain a car there in the first place!
That commute pain index is pretty funny though. Never knew Mexico City was THAT busy
brussels traffic jams are legendary, especially to get in/out of the city morning/afternoon.
This is due to:
1- Many people don't live in Brussels but work in Brussels, so they come to Brussels every day.
2- They pay taxes wherever they live, so the region of Brussels do not have money for improving roads.
3- As per #2, region of Brussels does not have enough money also to build some kind of good commuting public transport system
4- as a result of #3, many people actually prefer taking the car anyways.
5- due to high taxes in belgium, many employers prefer to give company cars to employees instead of an increase of salary because it is cheaper to them. As a result of this, there are many people that basically have a car for free (gas included many times) and will use it, when maybe if they have to pay it for themselves they would switch to public transportation (this is especially true for people living within Brussels)
6- lots of belgians who are not from Brussels HATE even the idea of living in Brussels, which they find dirty, noisy, too big, expensive and full of foreigners. So they prefer to drive 1h30m each way every day instead of moving in.

Wow, that's actually quite amazing. I would've never been able to think of some of those as possible factors.
Also, who the f doesn't want to move closer to work because it's "full of foreigners"?? Grow up, people!
