Murmansk, Niamey is way too hot for me (especially considering that probably few buildings there have A/C), while Murmansk is very mild for its latitude. Plus, there's no Ebola risk there.
Copenhagen, relatively less expensive, EU member, and easier access to continental Europe.
Hong Kong or Singapore.
Neither as I'm not a fan of either of them, but if I have to choose I'll choose Singapore, Hong Kong has unfortunately been completely ruined by China. It's one of the saddest cities in the world now.
