As point of reference, most USA public colleges under a state umbrella cost from $3,000 to $8,000 per year, for residents of the state. That, like Kyrgyzstan, is about 10% of the perecapita GDP. Unlike most countries, the US state university system is often not centered in the largest city, so more students need to pay food/housing costs, rather than commuting from their family home.

In China, tuition is usually $800~1000 per year, and you need to pay dorm fees too.
Medical school costs $1000 per year. Fine arts and music schools cost $1500~2500 per year。
Very few students in China get financial aid. In most (over 90%) cases, parents pay tuition in cash.
