Actually the census bureau recommends people who have ancestry from Spain (not Portugal) consider using Hispanic. But identification is based on self-identification, so you can ignore the recommendation. In either case we are talking about a fraction of a percent of the population.
My grandfather is from Spain and moved here in 1920, but my other three grandparents have no Spanish ancestry. I don't consider myself Hispanic.

The CHC was founded in December 1976.
Jim Costa represents California 16th district which is majority Latino. He is a member of CHC because his grandparents emigrated from the Portuguese Azores. So the definition is subject to some personal interpretation.
