(American racial classification is stupid)

A spaniard in the US is not white but latino, so is a german descendant born in Paraguay.... But a moroccan is a white/european.

An indigenous mexican is not indigenous but latin, but an Italian who is far more latin is white

A black dominican is not black but latin

These statements do not describe American racial classification with any accuracy whatsoever.

In America, Spaniards are considered white, but not Latino since Latino is a word used to classify people from the Americas, never Europe.

Furthermore, a Latino can be of any race.

Actually the census bureau recommends people who have ancestry from Spain (not Portugal) consider using Hispanic. But identification is based on self-identification, so you can ignore the recommendation. In either case we are talking about a fraction of a percent of the population.

My grandfather is from Spain and moved here in 1920, but my other three grandparents have no Spanish ancestry. I don't consider myself Hispanic.

The Congressional Hispanic Caucus (CHC) comprises 26 Democratic members of the United States Congress of Hispanic descent.The Caucus is dedicated to voicing and advancing, through the legislative process, issues affecting Hispanics and Latinos in the United States and Puerto Rico. The CHC was founded in December 1976.

Jim Costa represents California 16th district which is majority Latino. He is a member of CHC because his grandparents emigrated from the Portuguese Azores. So the definition is subject to some personal interpretation.
