Curious that with 20 Brasilian cities on the list, the two largest - Sao Paulo and Rio, are not in the top 50.

Sau Paulo and Rio both have low rates. Last I saw they were around 13 per 100,000 and 9 per 100,000 respectively. Might have to do with large government presence and that such a large population and density make sit hard for people to commit crimes without witnesses or police less than a mile away.

It is debatable whether any Americans are "excluded" from the mainstream economy.

The bigger problem is that certain people are unable or unwilling to take advantage of the opportunities that exist. Lack of educational attainment on the part of certain Americans is perhaps the worst problem facing this society.
