Whoever has the authorization to fire nukes without needing either the consultation or the express consent of anyone else. This is not to say they would fire the nukes, but the power to be able to do so kind of dwarfs most everything else.

I'll do it soon but keep in mind, the person is of south African origins, does not reside in the US or South Africa, and is a member of the private sector (no non-profits or government organizations)
