Definitely Venice. No car is allowed and people walk everywhere.

Most Europeans cities. Stockholm for sure. You can walk absolutely everywhere.

Most (if not all) of Chinese mega cities. Obviously, you can't walk the entire city because of its sheer size. But if you focus on an area, they are very walkable.

Well, in many European cities the large amount of Immigrants from countries like Syria, are seeing a large increase in crimes as well. It's not safe anywhere anymore.
But that doesn't mean it's not walkable.

Most everywhere where cars don't rule. For sure anywhere in Europe. Also Hong Kong, Melbourne, Istanbul, Buenos Aires, Mexico City, etc. are known to be very pedestrian friendly.
