Vancouver! I don't even like cities and yet I loved it there. It was absolutely gorgeous (with the exception of Downtown Eastside), very easy to enjoy the scenery (with all the trails, parks, etc.), and everyone was nice to me. Hands down the best city I've ever been to! To be fair, though, I've never been to Seattle.

Seattle has some nice areas, but it's downtown in my opinion, has a totally different feel. It feels corporate America, big freeway bi-secting it, and not enough parks and gardens. Still worth a visit, but the two cities, although lumped together in peoples minds because of geography, are TOTALLY different in vibe.

Here's a piece on another big difference between Seattle and Vancouver.

Seattle has everything Vancouver has to offer but not the other way around...end of the story, not even a context.

Overall Seattle blows Vancouver out of the water on many fronts.

Answering to the original points:

Scenery: Equal
Economy: Seattle, not even a comparison
Things to do: Seattle by a mile (more arts and entertainment, less isolated)
Urban life: Equal
Suburbs: Seattle
Best for a "minority": Seattle by far, more economic opportunities
Best for a "white" person: Meaning??
More liberal: About equal
Who has more millionaires/billionaires: Seattle has way more locally made wealth, not even a comparison.
General culture of the metro: Meaning??
Best beaches: What beaches?? You need to head south for beaches.....

Yup, keep using certain focuses to make those mountains closer than they really are. LOL

There is not focus at all in these pictures....you do see mountains from Seattle Nat...very very clearly....I will snap you a pic from my house and show you...

You do not need to be 5 km from the mountains to have beautiful views.

When the weather is clear, I have a gorgeous view of Mount Rainier when I go to work in the morning..

I can confirm that too, driving on I-90 twords Seattle you can clearly see the Olympics dominate over the Seattle Skyline, it's all about angles, it's similar to how the moon appears to be larger when close to the horizon then when it's up high by its self. Some times when I'm driving around It appears as if Mt Rainier is so close and so huge, and other times it looks like it's really far away. Sometimes being farther away from a mountain makes it look bigger, for instance there are certain places where Mt rainier looks larger in the south sound than if you were standing at its base. But I'm still pretty sure that the mountains at Vancouver look more impressive since they come straight out of the water.
