I've heard that said about Italy while stationed there. After work, maids would change into more formal attire. Where you get the idea that they were the employer vice employee. Rich vs poor clothing attire to use as judging.
People driving something beat up would be more inclined to yield to other vehicles that were more upscale/nicer looking than their own.
