World Class Independent Cafes, and Nightclub Discotheque Bars are outside friendly. Including having urban resources, pedestrian walkability without too much suburban sprawl. You could always ride a car for moving. Tons of stores around, encouraging crowds are essential.
I believe Netherlands, Spain, Germany, Czech Republic, France, South Korea, Japan, Vietnam, Singapore, Hong Kong, Indonesia, USA, UAE, UK, Sweden are offering these options to people.
As mentioned Southern European and Latin American countries have the most outgoing people in general
Honorable mention to Britain, Ireland and Netherlands, they seem to have a huge "going out" culture too despite being cold Northern European countries.
London parks and pubs are a prime example of that, they're always packed, especially in the summer
there is social gathering every week, even in small village. religious gathering house to house, traditional event and many more..
especially the weekend (saturday night).. , where all the community gathering happening like bikers community, car, soccer fan etc they're all up in the city center..

i'm from central java, i don't know the culture of other island like Bali, sumatra, papua etc.. or even west java.
i think country like USA is even crazier, like all those parties in hollywood movies lol
We live in Central Mexico and have traveled all over the country. Yes, everyone goes out in the evening. Part of the reason is that MXN homes are typically very small. The local plaza is their living room!
