Really ?? I haven't seen that.

1.London

2. Lisbon (other). That's one humdinger of a city. Also liked Oporto.

Toronto might be good in 20 years but it can't compare to most euro cities at this point. It's lacking in urbanity, ambiance and cultural amenities. I live here, so I should know.

I really like Montreal (went to school there for a spell) but it's kind of a city in decline and since the 80s has become a little too provincial for my tastes. Governance issues make it a tough sell for those looking to put down permanent roots.

Ignoring climates, Montreal would be the best. That said, the climate there is awful. Berlin is pretty cool, it is very diverse and has a tolerable climate, not to mention the history and the character of the city. Therefore Berlin for me

The least of the four would be Toronto, awful climate, isolated, very little history, and from what I heard the people of Toronto are very cold

For me, Berlin, followed by London, Montreal, and, lastly, Toronto.

Montreal in decline? Your perceptions are very outdated, sorry.
