Most overrated is China. Outside of the large cities, it is still pretty much a third world country that lacks human rights. Contaminated. Rude people.

Most underrated is probably Switzerland. Beautiful country and a great place to raise a family. Clean and safe. Like all countries, it's not without its problems, but still a gem.

1a> For most underrated is probably Chile. The still have lots of work to do, but they have come a very long way in a short time.

The most overrated country is the US, it's a great country by all means but it is way overhyped.

Yes, and no other country comes even close in that regard. I was so disappointed when I first visited New York City, San Francisco and Las Vegas. Neither of them lived up to the massive hype. I guess we can blame Hollywood for that.

The US has everything though and every type of city even a lot of people in the US itself don't like those cities. The US is rated "high" because there's something for everyone and has everything.

China has some poor areas, but most smaller cities look quite nice too (compared to other developing countries).
If you don't believe it, just pick a random Chinese city from the map and search for its images. You will see the infrastructure is quite good, in most cases. Nearly 40 cities in China have subways, for example. Pollution is truly a big issue especially in winter.

Human rights etc do not affect ordinary people's life as much as western media suggests. At least China is one of the safest countries in the world and women can walk on streets at midnight.

In no specific order

Overrated
1. UK
2. USA (Not much to see outside the Bos-Wash corridor and the West Coast)
3. United Arab Emirates (Glowing skyscrapers are nice and all, but the human rights are backwards and let's not forget about the lack of sewage systems and infrastructure)
4. Costa Rica (Much less culture than the neighboring countries. The Diet/Lite version of Central America)
5. Aruba (More tourists than actual culture)
6. Canada (Good goverment but awful climate. Too isolated. Too suburban. Too expensive)
7. Switzerland (Abnormally expensive)
8. Singapore (Diet Southeast Asia)
9. Norway (Awful climate, too isolated)
10. Australia (Too isolated, little history)
