-Urban Parks/Trails
-Greenery/Lushness
-Mountainous Scenery
-Diversity of Landscape
-Coastline
-Unique Geology/Geothermal Features
-Anything within around 60 miles/100 kilometers (as the bird travels) is part of the overall equation.
If you happen to say other, don't just vote that, name the (MAJOR, AT LEAST OVER 1M URBAN AREA) city you think ousts all these, and why it does.

I have never been to Rio de Janeiro but I don't need to because I can see the pictures and I don't think anywhere else on the planet compares to it. It has the full package. Batholiths emerging from the ocean, mountains with ripple effects, varied natural bodies of water. The full package.
I have been to Hong Kong (twice) and Vancouver (4 times; including a 1 month stay there as a child) and they are #1 and #2 most scenic cities I have ever been to in the world and I have been to plenty of spectacularly beautiful cities (including Nice, Barcelona, and Zurich) but these two take the cake amongst them all.
Hong Kong wins against Vancouver. Hong Kong's spectacular, arguably the best natural + city juxtaposition on Earth. Vancouver is dreamy, it really is. The best is during winter when you go to the nearby ski resorts during the evening and you can see the streetlights coming on, the entire city can be seen from there, so can the Salish Sea and also the mountains. The coolest part is when the light off the city's street-grid reflects off the clouds in the sky, it's insane. Hong Kong has a similar effect as well but in contrast, the city is far more monstrous, making it significantly more intense when viewing from one of the peaks around the city.
I have also been to Nice too, in any other thread Nice would easily win because it is purely beautiful but it doesn't measure up to Hong Kong and Vancouver IMO and would easily fall short of Rio de Janeiro as well. I have not been to the others to make the comment and while I have viewed photographs of their scenery, I still haven't seen enough from different vantages to have a basis to form an opinion. I will just have to go to them and find out for myself at some point in my life.

I m always amazed by how different tastes are all around in this world lol
For me HK is an outlier in this list. In term of natural beauty I found only a forest of buildings that's all... Went there 3 days in June 2015, maximum time without visa if I remember lol, and I was incredibly disappointed ! It's a paradise for thunderstorms photographers at this time tho
For Nice, I prefer the nature around Marseille, it is surrounded by 6 regional parks and 1 national park within 100km.
Others, I don't really know unfortunately for me

The fly in, in particular the 10 or so minutes you're hovering above the city before your plane lands, that's the most scenic I've ever seen out of a city in my life. Until I saw photographs of Rio de Janeiro, I never knew any city actually could be prettier than Hong Kong with regards to scenery.
Guys i go twice a month to Rio and i don't see how it is so hyped up...Yes there are some nice views, like the views from Urca(neighborhood) and from Niteroi, but i wouldn't rank it among the top 5
