Both are good options. Food and culture makes me lean towards Da Nang but language makes me lean towards Cebu City.

Food wins - Da Nang!

USA, even if it were only temporary. If I were to live in the UK, Birmingham would not be high on my list.

Lisieux France because I am learning French and I want to practice my French. I would love to go to Spain but once I am proficient in French I will go to Spain to learn Spanish.

Both cities are nice, but honestly to me I think I'd go with NYC myself if money was no object. If my budget was more limited, I might go with LA myself. Overall I think I'd lean NYC, especially since I could live in one of the outer boroughs for cheap.

Comparing the different parts of the northern part of the UK: Dundee, Scotland, or Derry, Northern Ireland?

Dundee, I suppose. I think living in Scotland would be a bit more of an interesting cultural experience.

Erechim, more of a city than Horizontina and therefore more accommodating with a closer proximity to the Atlantic.
