Tough call -- maybe Sofia just because Bulgaria would be a more interesting country to travel around in. But it woiuld be easier to learn Latvian, and probably a lot more people there who can speak English or German.

Liked Vina del Mar and no doubt the quality of life there is much much higher, but Salvador seems more exciting and lively. Vina del Mar can be a bit stuffy in comparison

Mexico City better climate... lower altitude and more amenities.
Mogadishu. I was in Somalia last year, and it was wonderful, but I was not in Mogadishu. I don't see why it would not be comparable to Hargeisa or Berbera. But you might need to be more careful in Mogadishu.
