Riyadh. While it may be more socially set back in time than Caracas, I would feel a greater degree of day to day personal safety there, and probably more business opportunity.
Gaborone for lower elevation and having more interesting wildlife viewing options nearby like the Okavango Delta which is a bit closer.

Kolkata/Calcutta, India. Less poverty than Dhaka & higher GDP per person. Plus it looks like it has most of the amenities that Dhaka has while also not being as crowded.

Bucharest, Romania or Prague, Czech Republic?
Prague more developed and I really like the architecture better there.
