then they must be lazy or have a learning difficulty, didn't they ever go to school?
i'm not talking about being fluent, just learning enough to get by in everyday life.

I agree but there are communities who keep to themselves and send their kids to their own private schools. In theory any school even private should be teaching the national language to some degree and the ministry of education should be ensuring they do, but I guess in some cases they're left on their own to do whatever they want.

Yes quite a few but they are usually in a tour group with at least someone in the group that speaks some English.

I was out and about one time (this was here in America) when a lady indicated to me that she needed assistance with placing a phone call. (This was in the days before cell phones had become widespread.) However, her English was almost non-existent. Fortunately, I was able to deduce from her accent that she spoke French. When I asked her "Parlez-vous francais?" you should have seen her face light up! I don't speak much French, but I knew enough that I was able to assist her. Made me feel very good!

Nowadays many older Chinese people travel to western countries alone to visit their children (who are studying or working in western countries).

At Melbourne airport I saw a security guy asked an old Chinese man if he had any laptop in the bag, but the man could not understand a word.
At Chicago airport, when a connected flight was canceled due to weather, I saw another old Chinese man got angry and nervous but did not know what to do.
