The problem with Canada and the U.S. is not immigrant selection; it is handling of refugees and handling of people here illegally. People rejected for citizenship seldom leave.

Canada doesn't really have an illegal immigration problem, but it's true that a good number of the people who apply for refugee status and get denied eventually just disappear into the scenery.
