Iran. I haven't been there in 45 years, but then, everything was kept neat and tidy, and glistened like a new penny. Both public and private places, kept clean and well-maintained.
Another place that stands out is Curitiba, Brazil, which got international attention for iys radical clean-up effort.
Chinese cities have pretty clean business areas. But if you go to the older residential areas, it can be messy.
Northern and Central Europe all look very clean, but I think it is largely due to their low population density.
In America, New York is terrible, but other major cities are OK. Small cities are usually very clean.
in my mind: Singapore, Tokyo, Zurich, Monte Carlo, Vancouver. Haven't been to Dubai but I bet it is up there.
Mercer has a city sanitation ("cleanest city") ranking but theirs doesn't even factor litter so it's a bit of a different take on what I assume we're all thinking.

I have generally heard that Singapore is the cleanest city in the world on a number of levels.
In the Americas, the cleanest major city I have seen to this point is probably Vancouver. Out of US cities, I am not quite sure there is an equivalent for that. Toronto is also remarkably clean, organized, etc., given it's size.
In Europe, cities are mostly relatively clean by most global standards, however, I have the impression that Northern and Central Europe are the most so. I have not been to Central Europe though, so speaking to the ones I have been to, the Scandinavian capitals (esp. Helsinki) are nearly immaculate.
Sydney's downtown I found to be the cleanest of any stretch of Oceania, but Auckland was also quite clean.
In the Asia Pacific, so far I can only speak to Tokyo, Hong Kong and Beijing, all of which are pretty clean and organized by global standards IMO. Hong Kong has the most pristine, shiny stretches... but Tokyo as a whole has less very grimy areas, and on organization, it is immaculate and unmatched in the world.
Beat me to it. I visited Singapore in the mid 80's and found it to as you describe.....I seem to recall Hong Kong being surprisingly well kept.

Yes. I’v either lived in or visited Singapore since the mid 60’s. The cleanliness and efficiency is remarkable. And you have to remember that 50 years ago it was a squalid, slum and gang ridden third world country. Garbage everywhere. You could smell the Singapore River stench a mile away.

Boston is lots of good things but not anywhere near as clean
as compared to the international cities with super-strict litter laws.

Curitiba still has a problem with graffiti and overhead wires, but yes, for latin american standards it's generally clean.

We first went there in 1977 and it was not unpleasant but nothing like now. Actually DH finds it pretty boring these days (we have malls and designer shops in Sydney!) so our visit last year was the first in 14 years. We did notice a lot more traffic. But the food! Best Holiday Inn Express free breakfast we have had anywhere in the world.
And the airport! Having carpet instead of hard floors is so good for people like me with knee issues. We found out this year that if you were in transit both ways you could get a shopping voucher for $S20 each for non-food purchases. Our grandsons were really happy with the Lego we got them there. The gardens inside the airport are just beautiful.
I lived in Singapore for good 10 years and I agree that it's been the cleanest and the most organized city in the world.
In the US, Phoenix seems to be the cleanest among the few cities I've been and I'm not biased.
