I define "lived" as giving up your previous residence and establishing a new household with no current plan to move on elsewhere. Unless long-term like college or military, when you become part of the community,

Constanta Romania surroundings of Dobrogea region. Black Sea resort town. Other than New York City, and Seattle. Fulfilling the entire journey on the 3rd extremely exciting adventure opportunity entry this year. July-December 2019 up to 6 calendar months in the exotic atmosphere! Have reached these objectives before in August-October 2016, skipping out entirely in 2017, and returning four calendar months August-November 2018. Having tons of family members residing over there. Including connections to very nice and quiet mega houses in the village of Tuzla within close proximity of the major town. My own aunt's 7 bedroom house property in the farm outskirts. Lots of redeeming strengths, and advantages to enter. And when I visit, I am going to Bucharest very often on solid rather easygoing day trips once every 7 days in courtesy of 2 hours 30 minutes express high speed train rides. Can't believe Bucharest, and Constanta are that close in geographic territory mileage from each other! So, it's like I get to have Bucharest Walachia Muntenia region, too. I don't even have to leave, although. Constanta is quite underrated. Especially earlier in the 2000's. Just enough architecture when people learn the reality, and abundant independent business Cafes(Including with sudden wireless Internet), and Nightlife Beach Party venues Discotheque bars. Not much if any English(Rather rare), no suburbs, no Starbucks, and not even far away from Bulgaria, and Turkey!

Quite young only 28 years old. Eventually, I hope to live in other countries of Europe, too. And including Middle East, or Asian countries. Although, I am not too overly greedy. Already endless rewards, and extremely satisfying to have a change of scenery.

register to vote? pay property taxes?
have a driver's license (or other government ID)?

Using those criteria, I'm down to about three. I haven't registered to vote since Goldwater. Haven't paid property tax since '85. I drove on the same license for 12 years, renewed online, with plate sticker renewed for decades by a family member. I use passport for government ID. Do places lived before age 18 count, or otherwise as a dependent? My criteria are in post 11

My loose criteria for "living" somewhere being a minimum of one month in that place, I would say:

1) Jacksonville, FL
2) Sewanee, TN
3) Gainesville, FL
4) Salzburg, Austria
5) Muncie, IN
6) Tarrytown, NY
7) Evanston, IL
8) Fairfax, VA
9) Doral, FL

The ones in bold are more realistically the five places I have actually lived in.
