Been living in Brazil for awhile and still can't fathom the amount of red tape, from getting your driver's license to start a business to import some things...God lord what a mess, and i thought France was bad. Next time i want to move to a country where things works and there is less, i mean much less bureaucracy and of course less import taxes( Brazil is like 100%)....

Even getting a visa for us to go there was an ordeal three years ago. I can imagine what you are experiencing.

The true problem of Brazil - much more than urban violence and uneven development - is the political power of certain pressure groups. Brazil is a tax hell, and the red tape issues cause headaches to every single citizen. There are some political initiatives for getting rid of these problems - Brazil has even a newly born political party with this mission - but when it goes to the Parliament, it has always an excuse of one or another lawmaker compromised with some pressure group to keep them.
