I've always been fascinated by Persian culture and would love to visit Iran. Unfortunately I'm American and it's difficult for American's to visit Iran. I'm wondering which country offers the best experience and closest culture/scenery to Iran.
I'm a duel American/Iranian citizen and its easy for me. It shouldn't be too hard for you; its safe, lower crime than America, decent transportation. All you need is English and you'll be fine.
If not just go to Los Angeles (its exactly like Tehran). I'm guessing Afghanistan and Iraq/Syria are off the table.
Still you should go, Tabriz, the Caspian Sea, Persepolis, the Norther Mountains, etc. are beautiful.

Istanbul is full of history and hidden treasures. It's definately worth a visit.

Do you need a visa to travel back and forth? I've been told that Americans can only visit with guided tours. Similar to North Korea.

You need a visa if you don't have an Iranian passport but you don't need a guided tour. You'll be fine, just don't do anything stupid.
Also its not like North Korea. Granted on my entry I have family on the other side that can help with any complications at the airport but that has never happened before.
All that being said you don't need to go to some exotic foriegn country to see Persian culture, there is more of it in LA county than most other places in the world.
