For Canada, what is happening in the US is extremely important to us. Maybe more than anywhere else in the world. That is why border restrictions were so important to Canada.
The Chart is what is being discussed. Not about what country has the best healthcare, but what country is better prepared. So far, having the US as number one in preparedness on that chart, is wrong. Canada on the chart wasn't, according to the chart, as prepared. Reality seems to be showing otherwise. Still early days though.
The best healthcare in the world is found within the confines of the U.S. And the percentage of Americans who can benefit from it is a lot higher than most non-Americans realize or admit.
That said, as you correctly point out this is not really related to pandemic preparedness.
This is why many Canadians wanted to restrict border crossings with the US.
This article has an interesting look at how that happened. Basically Canada made Trump think it was his idea, since if we had just done it, he would have reacted poorly as usual.
It makes for a great article but while I do think the Trump factor entered into it, I am not sure I believe that the border was not closed earlier than it was solely because of him.
The Canadian government is very "open borders" in terms of philosophy and even in a crisis like this one it dragged its feet on sealing Canada off from infection threats. Witness how long it took to tighten things up at our airports with overseas flights - something that was not really dependent upon Trump's mood swings.
The fact my country is not in top 12 makes the credibility questionable

I am just thinking that in real life situation preparedness for something that might or might not happen and quick action when it's actually happening are two different things.
Some seemingly less prepared countries appear to have avoided the worst by taking quick action.
