I picked UK among those listed as a practical matter for a family, though Germany and France are also good choices.
If I were alone, I would choose Spain among those listed, but also Greece, Portugal and Italy in that order before Spain, reason being cultural affinity, language ability, and prior personal experience.
In my fantasies, Russia.
In my wildest fantasies, UAE among those listed, but also an eastern Mediterranean country (Israel, Lebanon, Syria, Turkey), a north African (Egypt, Tunisia, Libya, Morocco) or maybe Ethiopia or India, roughly in that order.
Germany. My brother-in-law and some other relatives live there, I speak reasonable German, and my husband is already planning to get a German passport as his father was a citizen. Out of the list, it's the only one that would make sense for us.
While I love the cultural ties we have with the UK I don’t think I could deal with their dreary climate. In fact Europe is too far north. To them 45 degrees of latitude is “south”.
I chose Peru. Warm, cool history and culture as well as a decent standard of living. Much of South America is nice, it is also a quiet region that seems to not involve itself in world troubles.
Of the ones listed, probably Germany. I already speak German and know at least a little about the folkways there. I’d rather it be Austria, where my Ma is from and is the reason I know German at all, but as that’s not on the list, Germany will suffice.
I considered Chile, Peru, and Argentina as well. I like Latin culture quite a bit. Spain and South Africa crossed my mind as well, for the Mediterranean climate (and Barcelona!). Japan intrigues me too, but learning the language is intimidating, so I think I’ll keep Japan as more of a drivel destination than a place to which I’d emigrate.
Not an American but I'm pretty sure you've ruled out choices many people worldwide would consider:
Monaco, South Korea, Colombia.
Yet Peru and Belgium over them wth lol.
