I already live in the Los Angeles area and if I had such an opportunity, wouldn't pick another North American city. I've been to Tokyo (and much of the rest of Japan) twice and it's a fun vacation, but would not want to live there. No interest in Dubai.
That leaves only the European cities, of which I would take London because I already speak English and there are lots of places in the UK I'd like to visit. From there it would be easy to travel to other European countries and see my family members in Germany. If their city, Munich, had been on the list I would have chosen it, but Berlin doesn't really appeal.
Low crime rate, especially compared to these 3 above + I like the language and want to improve my Nihongo since it's still far from fluent. Most importantly: it's different. Unless you're Asian or obviously Japanese and you want to experience something different from your culture then Tokyo is good bet since it's not multicultural unlike say France or obviously America.
While I already live in what I consider to be the most perfect place in the world and wouldn't want to leave it for any place else, if I was going to own an additional home in another country I would choose London, England. As far as I'm concerned London is the center of the known universe.
BTW - Quebec alone (as you have it listed in the poll) isn't a city, it's a province of Canada. There is a city fully named Quebec City in Quebec, it is the Capital city of Quebec. But if I wanted to own a home in the province of Quebec I would choose the city Montreal, not Quebec City. Montreal is much more cosmopolitan.
I've lived in the Tokyo area and I've lived in Germany. I'm originally from Ireland and I've been to the UK including London a number of times. So for me my choices are not the list. If I had the money for a 2nd Home I'd like to own one in Ireland or in Sydney, Australia. Hell I'd own one in both places.

What would be your first choice for U.S. city or State?

I have been to all of the listed cities in the USA, and would not like to have a 2nd home in any of them. Of the other countries the only one I have spent time in is Quebec, Canada, so I selected it, despite not speaking French.
