Chicago but Melbourne has a more impressive skyline than I thought it would.
Melbourne skyline looks huge from the air, like almost as big as a Toronto. When you are driving around Melbourne it doesn't look as big. I am not sure if its the way the skyscrapers are placed?
Not really the best photo of the Melbourne skyline, but Chicago wins very easily. The natural setting of the lake and the construction on the river certainly helps enhance the appeal of Chicago.

Judging just from these two photos really isn't a good way to judge. The photo of Chicago is taken at a lower altitude which shows off the skyline better.
Looking at various photos makes this a bit tougher, although my guess is Chicago is more impressive.
On the ground walking around both cities, my guess is Chicago is going to have more intensity and more impressive historical architecture.
Port Phillip Bay is nearby but certainly not part of the city skyline like Lake Michigan is to Chicago. The Yarra river dissects the city but doesn't have the incredible spectacle of the buildings abutting it like much of Chicago does.
