That's one of those threads where no 2 people or more will agree on something, everyone has their own "style" and preference. For me personally: Tokyo and in the whole of europe even including Eastern Europe: Venice. Everything else is either dangerous (western europe), boring/dirty (eastern europe) or even if it's safe (Monaco, Shanghai...) I'll have to endure listening to Chinese or French which is just too much for me.
These may also fit your criteria: Osaka, Busan, St. Petersburg, Budapest, Mykonos. I mean none of this is super safe but it's no Mexico either, litlle chance you'll get kidnapped by the mafia or killed by radical Islamic terrorism like Paris.
