Taoyuan's pretty much just part of Taipei metropolitan area.

One thing to note about these places is that TRA, the national conventional rail provider for a pretty small island country, has a lot of service in these places and at fairly high frequency levels in a way that's rare for a lot of regional / commuter rail networks.

I think any reasonable comparison of metropolitan areas with those elsewhere in the world would include Taoyuan as part of metropolitan Taipei. The fuzzy one would be Hsinchu.

I didn't say TRA is mass rapid transit. There are sort of grey areas where commuter rail / regional rail gets into that kind of service frequency and usability and TRA edges into that territory. Its frequency isn't quite there, but it's much higher than one would expect for commuter rail in a lot of places and its fares are pretty low.

Well, they didn’t have mass transit at all in the 1950s when I lived in Taipei
Plenty of pedicabs though.
