I can see how Las Vegas is the brightest from space. There's no clouds. You can see the stars clearly when you leave the city. I can't speak for Tokyo because I was there and went to bed very early. I lived in Las Vegas, NY, Manila and Hong Kong. I definitely vote Hong Kong. I never saw singapore or Shangai either. What about Rome?

Lauding a city for being the brightest is like lauding a person for throwing the most fast food bags out of their car or defacating in the most drinking fountains!

Looking at the maps Tokyo seems to be the brightest. Japan seems incredibly bright in general. China not as bright as I thought.
