FWIW, Lisbon Portugal is also known as "the city of light," for the exceptional quality of the light from the sky, though I don't know how that was determined.

On the poll, it's a toss between Tokyo, Shanghai and Hong Kong. They have these 'neon' lights (or whatever they are) that make them glow so intensely. NYC pretty much has 'ordinary' city lights. From space it doesn't stand out much because the east coast is very brightly lit already.



If you want relatively bright cities (in contrast to their surroundings), check out Cairo and Johannesburg:



Australian cities ain't so bad either:



So, on ground, Tokyo and Hong Kong would be very 'glowy'. NYC is just one of the dozens of well-lit cities on the east coast that don't stand out. But from space (what I'm judging this on), Cairo and Johannesburg stand out the most.
