Houston has got them beat. Not only is the city of Houston more diverse but it is also more integrated. One way to prove that is by how accurately the city government represents its population makeup.
I was looking at Toronto's 20+Council members; they are all white except for 2 Orientals. NYC (Manhattan) are all white except 2 black and a Hispanic. The London City assembly has a total of 20 all white except a black and a Hindu member.

Thats not good and Houston is not near these cities.

NYC & Toronto seem to be about equal diversity wise since you can find someone from virtually every corner of the globe. NYC seems to be more proportionate in terms of the numbers of the different ethnic groups.
Toronto is more Euro with the majority of the balance made up by east and south asians. NYC has almost even numbers of non-hispanic Euro and Afro & hispanic (all three very diverse) descent with asians (diverse as well) not too far behind.

Actually read somewhere that Oakland and Long Beach, CA were or are the most ethnically diverse cities in the country, don't know if thats true but pretty interesting that two mid-size industrial cities in the shadow of more cosmopolitan cities(SF and LA resp.) would be the most diverse
