Why not? Los Angeles may even be more diverse than New York. Entire cities in Los Angeles are filled with one specific ethnic group or another.

I worked in London for nine months. While pretty international it can't touch the San Francisco Bay Area, Los Angeles metro area or Greater New York for "diversity" if you're measuring it by percentages as far as ethnic and racial groups go. Greater London is still 60% white British. Again, while its a very international city its indigenous population base is still predominate. A wholly immigrant based city/metro area like the three I mentioned can't help but be more racially/ethnically diverse. Even the European/white population, while often very mixed now, pulls from basically every country in Europe.

Toronto (best integrated city I've ever been to), NYC, LA in Europe it's not wo well integrated & diverse.

Isn't L.A. basically a mixture of Whites, Hispanics and some Blacks and Asians, whereas New York is a melting pot of Whites, Hispanics, Blacks, Asians and some Jews and South Asians?
