I have a feeling that the ugliest city in the world is a mid-sized city somewhere in the the former Soviet bloc. Somewhere without enough history to have any beautiful old buildings and filled with bland/decaying communist construction.

they are still better than 90% of cities in africa (e.g nairobi, mogidishu, kinshasa, harare, etc).

The prettiest city I've ever been in is Hanoi. A lovely lake right in the center of downtown, and no ugly high-rises. A few other lovely cities are Antananarivo, Madagascar, Rijeka, Slovenia; Valparaiso, Chile; New Orleans, Louisiana (formerly---I haven't been there since Katrina).

You've got both right there! Prettiest from a distance, but pretty ugly the closer you get. The world's greatest skyline, but you need to be on a boat to appreciate it because the streets are concrete canyons.
