Pretty much every big Brazilian city has an extremely high per capita murder rate.

Cite-Soleil in Haiti was the worst place I've ever been to with Bogota in the late 80s. Both places felt like you would be lucky to get out alive and really ought to be wearing body armour. Yet I met some really lovely people in both places but the general poverty , death squads and crime were appalling.

Carcas, Venezeula is my answer.

Murders (per capita) statistics - countries compared - NationMaster
Foreign Policy: The List: Murder Capitals of the World

Although I'm really surprised that there are not any mentions of Iraq or Sudan on either of these lists.

I've always heard Mogadishu was one of the most violent places on earth. No central government, no real city government or any services, police, laws. It's been that way for years now, but it's not in the Western media because almost NO ONE enters that city. Some news agencies actually go in to figure out how so many people are actually able to survive in conditions like that. There are many murders each day as warlords and gangs fight for control over areas of the city.

Lack of reliable statistics.

Similar concept, but I'll try for alternates.

North America: Guatemala City
South America: Bogota, Colombia
Europe: Kiev, Ukraine (Arguably counts as developing world)
Asia: Ulaanbatar, Mongolia (That's certainly alternate, but the UN lists Mongolia as having a high murder rate)
Africa: Mogadishu, Somalia or possibly Cape Town, South Africa
Australia/Oceania: Port Moresby, New Guinea

Somalia seems to make the most sense but I've heard plenty of tales from places like Papua New Guinea, Nigeria, the South African townships, Brazilian and Jamaican slums, Iraqi cities, Central and South American cities, and so on....
