When you say it's mostly Caucasian, it's certainly not Spain / Portugal, which is almost 100% Caucasian. My guess goes to South America. Probably Brazil? Not sure about the city though.

#2 looks like Porto Alegre (in Rio Grande do Sul state) or Curitiba (in Parana state) Brazil. Majority of the people's ancestors in both places are European immigrants.
