From what I understand, Sao Paulo's murder rate has fallen from 55 per 100,000 back in 2001 to 12 per 100,000 last year, which is a very impressive improvement. It is a bit lower than Chicago at the moment.

yeah if thats true it is a really impressive decline, a considerable improvement. does anyone know why the murder rate fell so much after one decade? was it investment in policing, less corruption etc?
According to the UN Tajikistan, Somalia, and Eritrea are some of the worst places for natural disasters with Belize also being quite bad. They also list Belize as having a very high murder rate so possibly Belize city. (The current capital, Belmopan, looks like a smaller town and more inland from the hurricanes) Although Mogadishu, Somalia and Asmara, Eritrea I could see as being dangerous too. Interestingly I guess a large part of Asmara was built by Mussolini's Fascists. Not sure about Dushanbe or other Tajik cities.

in america east st louis has the highest number of assaults AND murders per capita, is this a rough ghetto, because i haven't even heard of the place, but its clearly a very dangerous place
8 murders per 10,000 residents is really violent, and it has nearly double the assaults per 10,000 residents than its nearest rival, sounds like a bad area
and in 2007 in New Orleans there was 210 murders in a city of 300,000 residents, thats truly unbelievable in a fairly small city in a developed country (obviously hurricane katrina had a impact, but still really high murder rate)
Yes Sao Paulo´s murder rate has declined drastically and even Brazilians form other cities don´t realize it. According to the articles I have read it is a combination of more effective police methods combined with tougher sentencing. When I say tougher sentencing, this is very relative. The amount of time one spends in jail, even for murder, in Brazil is not long. I think if the US had the court system Brazil has murder rates would be even higher than they are here Luckily the culture here, in general, is relatively non aggressive.

New Orleans has historically been a violent city. During the 1800's it had one of the highest murder rates in the USA. 25 murders per 100,000 was a figure recorded for New Orleans during the 1850's. When New Orleans was founded, it soon became a place where alot of pirates lived.

This is per 10,000 residents. Most murder rates I have ever seen, and I look at them a lot living in Rio, are quoted per 100,000 residents. 8 per 10,0000= 80 per 100,000 that is really high. Rio´s stats just came out for 2010 and our murder rate was 29 per 100,000 or 2.9 per 10,000. That is the reason for the confusion. SP has a murder rate of around 11 per 1000,000. I think that is lower than Chicago and although some people would say that is high you chance of being murdered in both cities is pretty low if you are not in the drug trade. But I understand, if you come from Western Europe or one of the really safe American suburbs then these places would seem dangerous.
It appears that alot of the places with the highest murder rates are in the Caribbean and Central and South America.
Exempting Canada, and parts of New England plus the Plains, the Americas tend to have relatively high murder rates. I'm not entirely sure why this is, but I think I've heard it's been true for a long time. Type in "murder capital" in a "Google News Archives" search and you can find that Memphis, DC, and Chicago were seen as "murder capitals" in the 1920s. Also that Houston, Texas was in the 1950s and that Birmingham, Alabama was in the 1930s. (I didn't link to all the papers that support these statements)
Birmingham,Alabama is still a violent city now, although it gets fewer murders now than it did in 1939. In 1939, the murder rate was around 37.4 murders per 100,000. In 1940, it could have been estimated around 28 murders per 100,000. Murder rate in Birmingham is still high.
I did a calculation on Houston's murder rate. 144 people were murdered in Houston when this article was made. Considering the population in Houston in 1959, the murder rate would be around 15.3 murders per 100,000. In 2009, Houston had 287 murders. However, considering the population of Houston now, which is over 2.2 million people in the city limits, this gives it a murder rate aroun 12.6 murders per 100,000. Dallas had around 91 murders when the article was made. Considering its population, the murder rate was around 13.4 murders per 100,000. In 2009, there were 166 murders. Considering that in the city of Dallas,there are at least 1.2 million people, the murder rate is around 12.9 murders per 100,000. Houston had the most murders. Ft. Worth had 17.1 murders per 100,000, the highest out of this group of cities mentioned.
A pattern I am noticing is that the murder rates were very high in Southern cities, some western cities.
