It was noted, by either Paul Fussell or Florence King, that if he'd been serious he'd have omitted the last two.

Someone else has pointed out that the the first, third and fourth words of the phrase "Equal Justice Under Law" are superfluous.

Twain wrote "Eschew surplusage" - but he did so in a 4700 word essay on "Fenimore Cooper's Literary Offenses".
