I do my best to write clearly, but I sometimes get hung up on commas. Our tenth grade English teacher spent a whole week on comma rules, so I think I know how to use them, but I still get confused.

Do I use too many commas, or not enough?

You could have stopped the sentence at Rules, used a period, then kept the remainder of the compound sentence. Your post was very clear, so don't sweat the commas.

I have come to the conclusion that commas are a matter of personal opinion. I'm told that nowadays they aren't used as much, but I see the misuse of commas in every book I read. Waaaaaaaaaay back when I was a freshman at WVU, my English Instructor gave an automatic 'F' for a misplaced comma. I guess he was saying that it's better to leave one out than to use one that doesn't need to be there.

Of course, you'll be able to tell when you've used too many commas, because, let's face it, your sentences will, I believe, begin to be, how shall I say, unreadable. (Right?)
